Can a resident agent sign the certificate of non-forum shopping?

No, while a resident agent may be aware of the actions filed against the principal, he may not be aware of the actions initiated by the principal, therefore he cannot sign the certificate of non-forum shopping that is a requirement for filing of an initiatory pleading in court (Expert Travel & Tours Inc. v. CA, G.R. No. 152392, May 26, 2005).
